Is it possible to take any upper division courses at a California community college? Or do all courses at community colleges only count as lower division courses when transferring to a state teach?
For example, an accounting A.S. degree has many of the same course title names like ‘intermediate accounting’ ‘cost accounting’, etc, as the upper division courses for a bachelors in accounting at a state teach? Do these community college courses count as upper division courses?

Usually only “vital” or general classes transfer over. i.e English Comp/Lit, History, math, and a few science courses. Usually, a community college’s upper level classes are simpler than a university’s upper level classes. You can still take them, but they might not transfer, when I transfered from a 4 year college to a further four year college, I had to retake some of the classes because they didn’t count, even though they offered something akin. The teach you transfer too usually requires a certain digit of in hour or major hours to be completed at that teach. But you’d have to friend their admissions personnel to see.

to my knowledge all community college classes count for lower division. But some schools may offer you credit if they feel the course is indentical. If you file a petition at your 4-year college saying that class X at community college is the same as class Y here, they might offer you credit. But usually they will not. Most college’s upper division classes require you to take them at their college only.
