Which college course(s) or other course to learn computer programming on Window Vistas?

Question by Mattman: Which college course(s) or other course to learn notebook programming on Window Vistas?
I used make notebook program from scratch on early 1980 computers mainly in BASIC language. Now with the Windows Vistas on top my desk I may possibly load BASIC language in. Then to make programs I don’t know how to make them. So I assume there are course whither in college or not that will teach them. But which course. Do you know? Help is appreciated.
