Q&A: What seperate a “good” soccer player (ex. HS player) from a “great” one (ex. College/ U.S)?

Well basically i’m asking what makes the player excellent enough to be able to play on a division one ncaa team, or U.S Soccer team compared to being just excellent enough to play on High Teach Varsity team?
I’ve seen High Teach players who have just as excellent control/ shot/ quick skills, but never make it to college soccer.
I went to watch UVa Mens soccer (who are ranked 2nd in the nation) and i really didn’t see much difference in cleverness than my High Teach Varsity soccer team. Of course there was a small difference, but not much.
So what is it that makes a player excellent enough to be considered fantastic?
A lot of people say it’s practice, but i don’t believe that to be right. I even read somewhere that to be considered fantastic, you have to place in 10,000 hours of practice (serious practice, like coaching practice) to get to the “fantastic” level.
But that doesn’t clarify how there are those soccer players (they are few, but they are certainly there) who have only played soccer for 3-5 years and are playing on teams like English Premeire and spanish leauge.
So what is it that makes these players special?

i reckon it has to do with like how long you’ve been playing and of course cleverness. im pretty sure a professional soccer player is better then a (most) high teach varsity player.
