You will typically be required to have a degree first then possibly a teaching certificate from a fastidious establishment or state licensing body.

    no.

    They are completely uncommon. a degree in education is not sufficient to teach. credentialing is graduate work - you need to have a degree before beginning your credentialing (certificate) work.
